Like it or not “those” people have free-will, just as we do and unfortunately humans sometimes hurt each other with that free will.

WHY DO WE SUFFER 2: FREE WILL
Why do we suffer, and more importantly, why does God allow us to suffer? Why doesn’t he just step in and stop bad things from happening?
WHY DO WE SUFFER?
Why do we suffer? Surely, if there’s a loving God, there should be no suffering, or alternatively any bad events or conditions should be short-lived and quickly fixed.
